Management and implementation of the Operational Programme Development of Eastern Poland is regulated by Council Regulation (EC) No. 1083/2006 of 11 July 2006 and by Commission Regulation No. 1828/2006 of 8 December 2006 and Regulation (EC) No. 1080/2006 of the European Parliament and of the Council and of 5 July 2006.
The Managing Authority of the Programme is the Minister of Regional Development, who is responsible for effectiveness, efficacy and correctness of management and implementation of the Programmes.
The Managing Authority will assure that public orders and concessions concerning projects co-financed from structural funds will be granted pursuant to provisions of Directives 2004/17/EC, 2004/18/EC, Regulation 1564/2005 and, where justifiable, provisions of the Treaty.
The duties of the managing Authority are discharged by an organizational unit internal to the Ministry of Regional Development. At present, this function is performed by Department of Supra-regional Programmes.

The Managing Authority delegates the implementation of a part of tasks to the Intermediate Body. For this Programme, this function is performed by Polish Agency for Enterprise Development (PAED), which is responsible for: monitoring of the preparation of individual projects (from pre-agreement to agreement on co-financing), conduction of calls for applications for co-financing, signature of contracts on co-financing, verification of payment claims, control of project execution, information and promotion activities and monitoring and evaluation of the implementation of priority axes.
The duties of the Intermediate Body within the PAED are discharged by: Infrastructure of Modern Economy Unit (Priority Axes: I, II) and Infrastructure Projects Unit (Priority Axes: III, IV and V).
